(1) The Government of Nepal may make necessary rules to implement the purpose of this Act.
(2) In order not to adversely affect the generality provided by sub-section (1), rules may be made especially in the following matters:-
(a) The conditions for establishing an airport in any place in Nepal, regarding the granting of permission and the setting of fees for the same.
(b) In relation to completely prohibiting the flight of aircraft in any part of the airspace of Nepal or allowing to fly only in certain conditions and at certain times.
(c) In relation to adopting any measure necessary for the protection of the lives of the general public in the context of air flight.
(d) In the context of the construction and operation of the airport, in the event that someone's house, building, tower, tower, etc. is completely or partially destroyed or any kind of construction work on the airport and airport area is regulated, controlled or prohibited, the method of determining the amount of compensation for the damage caused And in relation to appointing officers and giving compensation.
(e) In relation to prohibiting, controlling, prohibiting and regulating the transportation of any substance by aircraft.
(f) In relation to granting licenses to airlines operating organizations, aviation training organizations (flying schools) and organizations that carry out extensive repairs (overhaul) including the production, repair and testing of aircraft and aircraft parts.
(g) Regarding conducting search and rescue operations of aircraft.
(h) Regarding control of aircraft noise and prevention of air pollution from air operations.
